There's no direct way to 'link' them like you'd expect. You link on a game-by-game basis when a game on Steam asks for your Xbox account info.

Honestly, it's kinda straightforward but not super seamless. You gotta have a game that uses Xbox Live features. Once you boot it up through Steam, it asks you to log into your Xbox account. That's the link-up right there.
