Easy peasy! Just launch Warframe through Steam, log in to your account, and the game should automatically link to your Steam account. If that doesn't work, try verifying your game cache through Steam and relaunching.
You actually don't need to do anything specific! Warframe auto-links to your Steam when you play it through the Steam client. No extra steps needed.
I had to reinstall the game through Steam and log in with my Warframe credentials. It linked without any issues after that. So, if you're struggling, give that a shot.
