In War Thunder's arcade mode, to lock on to an enemy, you usually just need to aim at the target and keep them within your crosshairs. Your targeting system will assist you when you're close enough.
You lock on by keeping the target in your crosshairs; the game will take care of it from there. Just don't miss!
From my experience, simply aim at your target and ensure they're in the crosshair long enough. The game helps with locking on from there.
