Super Mario Maker doesn't have a camera lock feature.
Create more enclosed sections and use one-way walls to restrict camera movement. Worked great for me in my latest level!
Locking the camera isn't an official feature, but try creating enclosed spaces to keep things tight鈥攏o scrolling needed.
