No legit way to lock cars in the vanilla game, sorry. It's all about where you park. Garage is your best bet.

Just park it smart! Honestly, the game doesn't have an official 'lock' feature. So, park your car in a garage if you're stepping away. It's the San Andreas version of locking it!
