To drop muscle quickly in GTA San Andreas, you gotta stop eating at Cluckin' Bell and start starving CJ for a few days. Muscle will decrease without food. Alternatively, get on that bicycle or start running around everywhere instead of driving. Exercise burns muscle if you overdo it, just like in real life, sort of.

Been there, done that! I once tried to make CJ as lean as possible, and the best way is just to avoid eating altogether. It takes a few in-game days, but you'll start noticing the muscle meter going down. Also, keep away from the gym; that place is not your friend if you're looking to lose muscle.
