From my experience, just head to the East Wing in the White House and talk to Grace Larson. She's the key to getting your clan up and running. Make sure you have at least one friend ready to join so you can complete the setup!
Just go to the Clan Officer NPC at the Base of Operations. It's that simple! Good luck, future clan boss!
