Easy peasy! Go to the game's menu, find your vehicle, and click on the customization section. Select 'Create a Custom Skin' and it will generate a template file in your War Thunder directory. Edit that file in an image editor like Photoshop or GIMP, save it, and then load it back in the game. Voila, custom skin!
