I've made a few myself! Download the template from the War Thunder site, spruce it up in Photoshop, and save it as a .tga file. Then, just drop it into the UserSkins folder under the War Thunder directory. Simple as that!

Honestly, it's super easy. Download a camo template from War Thunder, edit it in Paint or something, and drop it in the right folder. Done.
