To make a GIF in Instagram, you can't create it directly on the app but you can use the Boomerang feature in Instagram Stories. Just swipe right to access Stories, hit 'Boomerang', and hold the record button. Or you could use a third-party app to create a GIF and then upload it to your story or feed. Easy-peasy!
Actually, Instagram doesn't let you make GIFs in the app, but look elsewhere for some cool tools to convert videos to GIFs!
