How to Make a Leader in State of Decay
To make a leader in State of Decay, you need to promote a survivor who has maxed out their standing. Just keep doing missions and killing zombies until their hero meter fills up, then go to the Community tab and promote them!

First, max out a survivor's Hero standing, then go to the Community screen, select them, and choose 'Promote to Leader'. Easy peasy!
Level up a character to Hero status, then select them from the Community tab and promote them. Done and done!
I got my leader by maxing out their standing through missions and zombie kills, then promoting them from the Community tab. It鈥檚 all about that Hero status!
