I'd recommend getting some LEGO minifigures and customizing them. For Toriel, use a white minifigure head and some purple torso/legs for her robe. You might need to get creative with paints or decals.
I made an Undertale scene using the LEGO Digital Designer software! It's free, and you can design anything digitally before buying the pieces you need. Super helpful if you don't have the right parts at home.
