To get a pet in Sims FreePlay, just head to the Pet Store that unlocks once you reach Level 11. You can buy dogs, cats, birds, and fish with Simoleons or LP. Enjoy your new furry (or feathery, or scaly) friend!

You need to reach Level 11 to unlock the Pet Store in Sims FreePlay. After that, it's a pet-lover's paradise!

I've got three cats and two dogs in Sims FreePlay. Just reached Level 11, went straight to the Pet Store, and used my Simoleons and LP to get them.
