Go to the PlayStation website and click 'Sign In', then choose 'Create a New Account'. Follow the instructions, verify your email, and you're good to go!

Just did this yesterday! Boot up your PS5, head to the user section, and choose 'Create Account'. Fill in your details, verify your email, and bam, you're set!
