You can't actually make a Sim move out directly, but you can delete a Sim from your town by going to the wardrobe, selecting the Sim, and clicking the red 'X' in the corner. Bye-bye, Sim!

Just evict them! Tap the Sim you want gone, head to Simtracker, and hit the red circle with the house icon. Poof, they're outta there!

You can't make a Sim move out in The Sims FreePlay. You can only delete them or move them between houses.

From personal experience, it's best to simply delete the Sim you don't want. Use the wardrobe icon in their home, select the Sim, and hit the red 'X'. Adios, amigo!
