You can't 'make' a Sim pregnant in The Sims FreePlay as in older Sims games. Instead, build a crib and follow the prompts to add a baby.
From my experience, ensure your Sims are in a high-level relationship and have a crib. Then, simply select 'Add Baby' from the crib options. Worked every time for me!
Easy peasy! Just get your Sims to be partners, then interact with the crib and pick the 'Add a Baby' option.
