Build mode > Stairs > Floor above. Done and done.

You gotta go into build mode, add a staircase, and then use the floor tool to create the upper level. Totally customizable!

Just go into build mode, choose stairs from the build tab, place them where you want, then add a floor above. Boom, upstairs!
