To make a Wedding Ring in Stardew Valley, you'll first need to get the recipe. It's a bit unique since you can only use it if you're playing in multiplayer mode. To get the recipe, you have to buy it from the Traveling Cart for 500G. The recipe calls for 5 Iridium Bars. Once you have those, head over to the crafting menu and craft away! This ring is how you propose to other players in the game.

Just buy the recipe from the Traveling Cart and grab 5 Iridium Bars. Easy peasy. It's the multiplayer proposal tool, so remember, you can't use it to marry NPCs!
