As someone who did this in my campaign, go with a Cleric, but make her a Divine Soul Sorcerer multiclass for extra chaos! High Charisma, low Wisdom, and annoying personality are must-haves!

Easy peasy! Pick a Cleric, use the Trickery or Tempest Domain for her chaotic nature, and focus on Charisma. Aasimar could also be a suitable race. Done!
