First, you need to defeat some Fuling enemies to get Black Metal Scrap. Then, use a Blast Furnace to smelt that into Black Metal Ingots. Finally, you'll need to craft it at a Forge upgraded to at least level 4, with some Fine Wood and Linen Thread.
