Activate the Blue ! Switch in the Tower of the Wing Cap area. It'll turn all the transparent blocks solid. Jump into the light at the castle's main hall to start.
I remember struggling with this too! You have to enter the Wing Cap Tower by looking up into the light in the castle's main hall. Then, you complete the red coin challenge and hit the Blue ! Switch. Boom, solid blocks.
