To make blocks solid in Super Mario 64, you need to hit the Blue ! Switch in the Tower of the Wing Cap level. Once you activate it, all the transparent blocks throughout the game will become solid.

I remember struggling with this too! You have to enter the Wing Cap Tower by looking up into the light in the castle's main hall. Then, you complete the red coin challenge and hit the Blue ! Switch. Boom, solid blocks.
