You can't create clothing directly on the Roblox mobile app, but you can design it on another app like T-shirt designs using apps like PicsArt, then upload it via the Roblox website on a desktop browser.
From personal experience, I create my designs using a drawing app on my phone, save the image, and then log into Roblox on a PC to upload it. The upload process is smoother that way!
I usually use pixel art apps like Pixel Studio on my phone, export the design, and then upload it to Roblox via a computer. Works like a charm!
