You can't create custom people without Bitizenship. So, upgrade to Bitizen status and follow the 'Custom People' option from the main menu. Have fun!

Custom people option is locked unless you're a Bitizen. Once upgraded, navigate to 'Main Menu' > 'Bitizenship', and create your personalized characters.
