I've done it before. Create a user skin in the Customization menu, edit the template with your favorite photo editor, and save it back into the game. Easy peasy!

Just go into the game, select the vehicle you want to customize, and look for the ‘Customization’ option. From there, choose ‘Create a user skin’ and War Thunder will generate a template for you. Use any image editing software to paint your design, save it, stick it back into the game’s directory, and voila! Your tank now sports a snazzy new outfit!
