To make your own DBZ boots, start with a base pair of knee-high boots. Cover them with foam or fabric that matches the character's boots, then add details with paint or more foam pieces to give them that iconic Dragon Ball Z look!
I just bought some blue socks and taped over them. Lazy but effective!
If you want to go DIY, use EVA foam for the structure and wrap it with fabric. Hot glue and Velcro are your friends for adding details and getting a snug fit.
I made my own Goku boots by using orange fabric to cover old rain boots and adding blue straps. Looked awesome at the last con!
