Choose the 'Insult' option frequently when interacting with someone. Alternatively, choosing 'Assault' will do the trick too.
Honestly, just being a general jerk to someone will make them hate you. Increase your chances by making bad decisions around them.
Hot take: Why make enemies when you can make friends? Seriously though, just be mean consistently.
