You don't need everyone to have their own PS Plus. One subscription shared through the primary account is enough!
Create a PlayStation Network account with PS Plus and activate that account as the primary on your PS4. All users on the console will then have access to PS Plus features.
Just make sure one account on the PS4 has an active PS Plus subscription and is set as the primary account. All other users on that console will share the benefits.
I did this for my family: I set up my PS Plus account as the primary on our PS4. Now, everyone in the house can enjoy online multiplayer and free monthly games.
