Folders are a desktop-exclusive feature on Spotify. Right-click > Create Folder > Name it > Drag playlists in. Done and done!
Just so you know, you can only create folders on the desktop version of Spotify. Once you've made them, though, you can view and use them on both mobile and desktop!
