Gem Staffs in Terraria are pretty cool magic weapons, and making them is straightforward if you've got the right stuff. First up, you need to collect a bunch of gems - either Amethysts, Topazes, Sapphires, Emeralds, Rubies, Diamonds, or Amber. The type of gem you use decides the kind of staff you'll get. Then, you need to get yourself some metal bars - either Tin or Iron, doesn't matter which. Head over to an Iron or Lead Anvil with your gems and bars, and voila, you can craft your Gem Staff. Remember, the amount of gems and bars needed varies depending on the staff you wanna make, so stock up!

Just mine gems and iron/tin bars, then craft at an anvil. Simple.
