Honestly, just play it in windowed mode. Full screen is overrated.

Alt + Enter not doing the trick? You might have to play around in the settings menu. Each GTA game might be a bit different, but generally, there's a 'Graphics' or 'Display' tab in the settings where you can set the game to full screen. Don't forget to save the changes before you exit!
