Honestly, just get a good build and forget Heimdall. Work with what you got and you'll be fine.
To make Heimdall in The Division 2, you'll need the blueprint first. Complete the targeted loot missions and keep an eye out for it!
I got Heimdall by grinding targeted loot zones and missions where blueprints drop frequently. It's a grind but totally worth it!
