The trick is to make a video! Take a short clip of the photo and set the duration you want. Voila, now it's longer than 5 seconds!
Instagram doesn't currently allow pictures in stories to last more than 5 seconds. Try using text overlays to help convey more in that time.
You could also use third-party apps to create a video with your photo, then upload that video to your story.
