If you're on PC, just hit Alt+Enter to toggle between fullscreen and windowed mode, then you can resize the window by dragging the edges.

Pro tip from experience: Go to the Options menu, select 'Video Settings,' and change the display mode to 'Windowed.' Now you can resize all you want!
