To make Obsidian Water Walking Boots in Terraria, you need two items: Water Walking Boots and an Obsidian Skull. You can find Water Walking Boots in Water Chests which are usually underwater in oceans or lakes. The Obsidian Skull is crafted from 20 obsidian, which you get by combining water with lava. Gotta say, sometimes it feels easier to just fly or get a mount. But if you're set on walking on water with that sweet, sweet lava protection, those steps are the way to go.

Just fish a lot. Seriously, the Water Walking Boots can also be found in crates you fish up, not just underwater chests. So, if you're having a hard day diving for chests, just grab your fishing rod.
