Just set your server to 'Private' mode in the game settings, super easy. No randoms joining your game then.

Honestly, I've had a server set to private since I started playing Palworld, and it's the best decision ever. Keeps the game fun and focused with just my friends. Setting it to private is just a couple of clicks in the settings before launching the server. Totally recommend for the best experience.
