Got Power Armor from a Lunchbox once. Best day ever in my Vault! Just keep opening those Lunchboxes, and you might hit the jackpot too.
You can't actually 'make' Power Armor in Fallout Shelter like crafting it from scratch. Power Armor is found by sending Dwellers out into the wasteland to explore or by opening Lunchboxes which might contain this item. The higher the level and luck of the Dweller you send out, the better the chances of snagging some cool gear like Power Armor!
