Oh, didn't you know? You can't make your profile picture entirely private, but you can limit its visibility. Edit the privacy settings, and set it to 'Friends' only.
Trust me, I do this all the time. Go to your profile, click your profile photo, hit 'Edit Privacy', then choose 'Only Me'. Problem solved!
Just go to your profile photo, click the audience selector (little globe icon), and set it to 'Only Me'. Done in a jiffy!
