Just buy the face you like from the Roblox catalog. Making custom ones is too much effort if you're not into graphic design.
Download a template from Roblox's Developer Hub, then use an image editor to design your face. Upload it as a decal in Roblox Studio and you can use it in your game!
From personal experience, using Roblox Studio's built-in tools is the fastest way. I made a cool dragon face in an hour!
