First, make sure your Sims have a high enough relationship level. You'll need to reach the Partner level before you can pop the question. Then, just tap on the Sim you want to propose and choose the 'Propose Marriage' option!

Trust me, I've done it a million times. Make your Sims partners by increasing their relationship level, then buy a ring and propose. Simple as that!
