Easy peasy! Just go to your server settings, head to 'Roles', create a new role called 'Moderator' (or whatever you fancy), and assign it the permissions you want. Then go to the members list, right-click on the member you want to mod, and assign them the new role. Boom, they're a mod!
Just make sure to add the right permissions to your new mod role, so they can actually do what they need to. Don't forget the 'Manage Messages' one!
