Don't overcomplicate it. Find Hermes Boots or their cool cousin Flurry Boots, snatch some Rocket Boots, and jam them together at a Tinkerer's Workshop. Boom, Spectre Boots. You're welcome.
Spectre Boots? Easy peasy. Just slap together Hermes Boots (or Flurry Boots if you're feeling icy) with Rocket Boots at a Tinkerer's Workshop. Fast travel, but make it fashion.
Actually, I think the Lightning Boots are way better if you're after speed. You'll need Spectre Boots for those, yeah, but why stop there? Upgrade!
