To make Spectre Boots in Terraria, you gotta combine Hermes Boots or Flurry Boots with Rocket Boots. You need to do this at a Tinkerer's Workshop, so make sure you've snagged one from the Goblin Tinkerer. Basically, it's all about combining two speedy items to get an even speedier one!

Don't overcomplicate it. Find Hermes Boots or their cool cousin Flurry Boots, snatch some Rocket Boots, and jam them together at a Tinkerer's Workshop. Boom, Spectre Boots. You're welcome.

Actually, I think the Lightning Boots are way better if you're after speed. You'll need Spectre Boots for those, yeah, but why stop there? Upgrade!
