Honestly, just buy a new PC. If you're not hitting high FPS with everything on low, it's time for an upgrade.

Just lower all settings to low and switch off unnecessary effects. Honestly, you won't notice the difference when you're in the zone, fragging out.

I overclocked my GPU and it made a decent difference in my FPS. Not for the faint of heart, but worth it if you know what you're doing. Also, cleaning your PC to prevent overheating helps a lot more than you'd think.
