Once downloaded, go through the setup process, which usually involves configuring your server's settings to your liking, like setting up a password if you want a private server. Don't forget to forward the ports on your router (usually 7777 and 27015) to allow outside connections to your server. Finally, run the server, and you should be good to go!

Just buy the game and host a game from the menu. No need to overcomplicate things with server files and whatnot. Most folks just wanna play with friends, and that's the easiest way to do it.
