Just go full genocide on everyone! Seriously, clear out every area and Chara will make an appearance at the end. It's intense but worth it for completionists!
I've done it myself - you have to be relentless in eliminating every monster you encounter. Don't leave a single one alive, and you'll meet Chara eventually.

Killing everyone in every area is the trick. Do that, and Chara greets you at the end. Simple but dark.
