Sebastian is a bit of a night owl and loves spending time in his room. You'll often find him there during the day. Try visiting the Carpenter's Shop, north of Pelican Town, where he lives with his family. He also hangs out at the Stardrop Saloon in the evenings, especially on Friday nights. Remember, he loves frozen tears and sashimi, so those make great gifts to win him over!
Just park yourself in the kitchen of the Carpenter's Shop. That's like his main hangout during the day. If he’s not there, he might be at the pier at the lake, especially when it’s raining.
Sebastian? Just look for the guy who’s more likely to be in a dark room than out in the sun. Seriously, check the basement in the Carpenter’s Shop or catch him on his rare outings to the Saloon.
TBH, Sebastian isn't that hard to find. Carpenter's Shop during the day, Stardrop Saloon by night. If you're not bumping into him, you're probably not looking hard enough.
