You've got to complete 'The War Within' quest first. Then, head to Cetus on Earth. Fast travel to Konzu, and from there, look for the Quills' hideout. It's a bit hidden, but worth it!

Finish 'The War Within' quest, then go to Cetus and find the Quills' cave near the big door as you enter. It's pretty easy once you know where to look.
