Currently, there isn't an official method provided by Bethesda to migrate Fallout 76 from Bethesda.net or any other platform directly to Steam. If you really wanna play it on Steam, you’d have to repurchase it there. Yeah, it’s a bummer, but on the bright side, all that time you spent in the wastelands won’t go to waste since your progress is tied to your Bethesda account, not where the game is launched!

Short answer - you can't directly transfer it. If you want Fallout 76 on Steam, you gotta buy it again on Steam. No shortcuts here, folks.

I bought Fallout 76 on Bethesda.net then ended up buying it again on Steam during a sale. Kind of annoying, but worth it for the convenience of having my games in one place. Plus, I didn’t lose my progress since it syncs with your Bethesda account, so that’s a plus.
