To model armors for XCOM 2, you'll need to use a 3D modeling software like Blender, then import the assets into the game using the XCOM 2 Development Kit! It's a bit of a learning curve, but totally worth it for custom gear.

I've done this myself! Blender for modeling, then XCOM 2 Dev Kit to integrate. Patience is key, but the results are awesome.

Get Blender, learn the basics, and then grab the XCOM 2 Dev Kit from Steam. Lots of good tutorials online!

Just use the XCOM 2 Dev Kit. It has everything you need to add custom armors, no need to overthink it.
