The best way to modify weapon damage in Total War: Warhammer is by using a mod. Check out the Workshop on Steam; there are plenty of mods that let you tweak weapon stats to your liking!
Honestly, just grab a mod from the Workshop. There's no need to mess with game files if someone already did the work for you!
Use Pack File Manager (PFM) to directly edit the game files. It's a bit more advanced, but you get full control over the values!
