I've been playing XCOM 2 for years. Start by researching Modular Weapons. Then, use the Armory to pimp out your weapons with mods you find during missions.
Trust me, once you research Modular Weapons, you'll be modding guns like a pro in the Armory. It's a game-changer!
You'll need to research Modular Weapons first. After that, go to your soldiers' loadout screen and click on the weapon's upgrade slot to add mods. Happy hunting!
